This same thing is happening at my place of employment. It's annoying. I work at a school with time sensitive letters going to the students' homes. This smells like bias because the address is correct and the postal carrier isn't giving the person who lives at that address a chance to make the determination if that person lives at the address or not. Some of my students live in foster homes so the student and the adult in the home aren't going to have the same last name.

Other students don't have the same last name as the parent they are living with so why the discrimination?
